Whenever a new building or a modification to a building is undertaken by a developer or Architect there is a requirement to ensure that the design adheres to or betters the Scottish Building Regulations.

That check on compliance can be readily undertaken by any Non-Domestic Energy Assessor as the software used to generate an EPC can also be set to run a Compliance Check.

If you engage me to carry out that check for you I can also take a design that fails the check and determine how best to adjust the design to obtain a pass.
